Rent-controlled tenant complained of a rent overcharge. The DRA ruled against tenant. Tenant appealed, claiming that landlord wasn't entitled to collect a rent increase for new windows. The DHCR ruled against tenant. Landlord showed that tenant consented to a rent increase for new windows in 1987. Landlord was entitled to collect $4.00 for each of the six windows installed, for a total rent increase of $24 per month.
