Tenant Claims Repairs Done Improperly

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced his rent. Landlord later applied for rent restoration, claiming that repairs were made. The DRA ruled for landlord. Tenant appealed, claiming that repairs to the bathroom floor tiles weren't done properly. The DHCR ruled against tenant. The tile grouting was substandard. But tenant had rejected landlord's offer to replace the entire bathroom floor. And landlord had warned tenant that if it merely regrouted specific floor areas, it couldn't guarantee that the repairs would hold up.
