Tenant Can't Challenge First Rent After Rent-Controlled Apartment Vacant for Four Years

New landlord asked the DHCR how to set rents in a building with a number of vacant apartments. Landlord said some of the apartments may have been rent controlled previously. In an opinion letter, the DHCR said that the first rent set after a rent-controlled apartment has been vacant for four years isn't subject to a fair market rent appeal.
