Ten-Degree Deficiency Not Minor

Tenants complained that the building's hot water was insufficient. The DRA ruled for tenants and reduced their rents. Landlord appealed, claiming that any deficiency in the water temperature was minor and didn't warrant a rent reduction. The DHCR ruled against landlord. The temperature recorded by the DRA's inspector showed the water temperature to be 10 degrees less than the legal required degree level. This wasn't a minor difference.
