Tenant complained of a rent overcharge. The DRA ruled against tenant. Tenant appealed, claiming that her initial lease didn't include a rider indicating how her rent was calculated. The DHCR ruled against tenant. Even if this was true, this technical defect didn't harm tenant and wasn't a reason to disallow lawful rent increases. There was no overcharge.
