Stoop Replacement Doesn't Qualify as MCI

Landlord appealed, claiming that the stoop was deteriorated to the point that full replacement was needed. The DHCR again ruled against landlord. Even if the old stoop had outlived its useful life, this item was considered an ordinary repair, not a major capital improvement.
