Stained Carpet

Tenants complained of a reduction in building-wide services. Among other things, they claimed that the stairway and lobby carpeting was stained. The DRA ruled for tenants and reduced their rents. Landlord appealed, claiming that this was a minor condition that didn't warrant a rent reduction. The DHCR ruled against landlord. The lobby carpet stains weren't isolated but in various places. The carpeting was also frayed, and most areas of the floors weren't clean. This wasn't a minor condition.
