SRO Tenant Didn't Receive Vacancy Lease

SRO tenant complained that landlord didn't offer her a renewal lease. The DRA and DHCR ruled against tenant. Landlords aren't required to give rent-stabilized SRO tenants renewal leases. Tenant filed an Article 78 petition, claiming that DHCR's decision was unreasonable. The court sent the case back to the DHCR, which then ruled that the DRA must reconsider tenant's claim that she requested and never received an initial vacancy lease.
