Space in Linen Closet Reduced

Tenant complained of reduced services in his apartment, claiming that landlord had decreased the size of his linen closet. A DHCR inspector confirmed tenant's claim, but the DRA denied tenant's application for a rent cut. Tenant appealed, and the DHCR upheld the DRA's order. The linen closet space was reduced to accommodate the installation of risers, so it doesn't warrant a rent cut.
