Safety Netting During Construction Was Damaged

DOB issued a violation notice to landlord's contractor for damaged and broken safety netting. At a hearing, the inspector stated that vertical safety netting outside the building was damaged, broken, and unsecured at various locations on the 15th through 24th floors of the building during construction. The contractor claimed that the netting met applicable safety standards. The ALJ ruled for the contractor and dismissed the violation. DOB appealed. ECB ruled for DOB and fined the contractor $2,500. Building Code Section 27-1021(g)(2) and (3) requires construction netting to be secured at all times.
