Rusted and Dented Stove

Tenant complained of a reduction in services based on a rusted and dented stove. The DRA ruled for tenant and reduced his rent. Landlord appealed, claiming that the stove was in working order and was merely blemished. The DHCR ruled against landlord. The DRA's inspector found that the stove was rusted over a large area and was dented and uneven in the center of the stove top. These conditions weren't ''blemishes''; nor were they minor.
