Rewiring Not Performed Building-Wide

Landlord applied for MCI rent hikes based on rewiring. The DRA ruled against landlord, who appealed and lost. Tenants pointed out that, while landlord's contract stated that new circuit breaker 12-pole panels were to be installed in each apartment, they weren't installed in three of the 19 units. And the electric permit landlord obtained didn't show that work was done on a building-wide basis for all 19 apartments. New copper risers and feeders weren't installed from the property box to the box in each apartment as required. Landlord also admitted that only eight conductors or feeders had been replaced.
