Landlord applied for MCI rent hikes based on rewiring. The DRA ruled against landlord based on landlord’s failure to submit complete information on the electrical work performed and insufficient proof of payment. Landlord appealed and lost.  MCI approval for rewiring requires installation of new electrical service to the building and new risers and feeders extending from the property box in the basement to each apartment with sufficient capacity to accommodate the installation of air conditioner circuits and outlets as well as two double outlets in the kitchen for heavy-duty appliances. But landlord didn’t install new risers to each apartment as part of the electrical upgrading. So the work didn’t qualify as an MCI.
