Replacement of 20th-Floor Masonry Parapet Doesn,t Qualify

Landlord applied for MCI rent hikes based on replacement of a 20th-floor parapet. The DHCR ruled against landlord and landlord appealed. The court and appeals court ruled against landlord and upheld the DHCR,s decision. The replaced parapet wasn,t the only parapet in the building. Therefore, it didn,t qualify as a building-wide improvement.
