Repairs Not Completed by DHCR Inspection Date

Tenant complained of a reduction in services based on vermin infestation and bedroom ceiling leaks. The DRA ruled for tenant and reduced his rent. Landlord appealed, claiming that it was providing monthly extermination service, that it had installed a brand new ceiling in tenant's bedroom, and that it was in the process of replacing the bedroom ceiling again. The DHCR ruled against landlord. The DHCR's inspector reported that there was evidence of mice and roaches in the kitchen and bathroom, and that the bedroom ceiling was repaired in an unworkmanlike manner.
