Rent Reduction Modified to Reflect That Tenant Was Rent Controlled

Tenant complained of a reduction in services based on no cooking gas in her apartment. The DRA ruled for tenant and reduced her rent by a rent guidelines increase. Landlord appealed and won. Landlord pointed out that the DRA incorrectly ruled that tenant was rent stabilized although tenant was rent controlled. The DHCR changed the rent reduction to a 7.5 percent decrease in tenant's monthly rent.
