Rent Reduced for Hallway Graffiti

Tenant complained of a reduction in services based on a defective intercom, bathroom mold, and hallway graffiti outside her apartment. The DRA ruled for tenant and reduced her rent. Landlord appealed and lost. Landlord claimed that the conditions had been fixed. But they existed at the time of the inspection, so the DRA's ruling was proper.
