Rent Ledgers Used to Complete Rental History

The DRA ruled for tenant based on landlord's default, finding that landlord didn't submit a complete rent history in response to tenant's complaint. Landlord appealed and won. Landlord had submitted to the DRA rent ledgers for some periods where leases weren't available. The rent ledgers showed the June 30, 1974, base date. There was no rent overcharge.
