Landlord applied for MCI rent hikes based on plumbing repiping, gas piping, and replacement of the building entrance door. The DRA ruled for landlord. Tenants appealed, claiming that the repiping wasn't done on a building-wide basis. The DHCR ruled against tenants. Documents submitted by landlord showed that the repiping work included installation of main pipes, risers, and branches building-wide. Landlord submitted contractors' certifications, copies of proposals, cancelled checks, and the required governmental sign-offs for the work.
