Rent Cut Limited to Affected Tenants

Tenants complained of a reduction in building-wide services based on a defective intercom system. The DRA ruled for tenants and reduced their rents. Landlord appealed. The rent cut had been granted to all complaining tenants. Landlord claimed that only those tenants whose intercoms were tested and found broken by the DHCR's inspector should get the rent cut.
