Rent Cut Applies to More Tenants

Tenants in an hotel-stabilized building complained that landlord didn't provide customary hotel services. The CAB reduced tenants' rents in 1984. Fifteen additional tenants later asked the DHCR for these rent cuts. These tenants had previously attempted to file service complaints against landlord, but the CAB had wrongfully refused to consider their complaints. The DHCR ruled that these 15 tenants were eligible for the rent cuts, and landlord appealed. The court dismissed landlord's petition.
