Landlord applied for an MCI rent hike for removal of two water storage tanks and two pressure tanks. The DRA denied the application, and landlord appealed. The DHCR ruled against landlord. The removal of the four tanks wasn't required for the structure's operation, preservation, or maintenance. Landlord admitted that the tanks were useless and simply taking up space. They weren't replaced.
