Tenant complained of a reduction in services based on discontinuation of storage space. The DRA ruled for tenant, and landlord appealed. Landlord claimed that storage space was a minor service and no rent cut was warranted under DHCR regulations. The DHCR ruled for landlord. Tenant's lease didn't contain a specific lease rider for storage space, and the building didn't provide formal storage boxes or bins for tenants. So storage was a minor service, and landlord isn't required to provide it.
