Relocation of Parking Spaces

Tenants complained of a reduction in building-wide services because landlord had reconfigured the building's parking lot and moved some of the tenants' parking spaces. The DRA ruled against tenants. They appealed and lost. There was no decrease in the nature or quality of the service of providing parking spaces.
