Recycling Notice Signs Not Posted in Proper Area

DOS issued a violation notice to landlord for not posting signs detailing recycling requirements in the building. Landlord claimed the signs were posted near the building's mailboxes. The ALJ ruled against landlord and fined it $25. Landlord appealed and lost. Recycling notices can be posted near mailboxes only if the designated area of collection of recyclables is outside the building. Landlord submitted no proof that the designated area was outside its building, so it couldn't rely on the claim that the notice could be posted near the mailboxes.
