Puddles on Terrace

Tenant complained of a reduction in services based on puddles on her terrace. Landlord claimed that this was a normal result of the water sealant used on the terrace. An inspection showed two areas of puddles on the terrace. The DRA ruled for tenant. Landlord appealed, claiming that the inspection report wasn't specific and that the condition was minor. The DHCR ruled against landlord. Landlord had admitted there were puddles on the terrace. And the condition wasn't minor. Two puddles on the terrace created a slip hazard. Landlord also acknowledged that corrective action was needed.
