Property Made Habitable After Fire

Tenant's rent was reduced by the DRA to $1.00 per month after a fire made the apartment uninhabitable. Landlord later applied for rent restoration based on apartment restoration. The DRA ruled for landlord. Tenant appealed, claiming that there was no proof that the building was structurally sound after the extensive fire damage, and that landlord had made only cosmetic repairs. The DHCR ruled against tenant. An inspection showed that gas, electricity, and hot and cold water were provided, and that there were no defects in the walls, ceilings and floors.
