Professional Fees Can't Be Included

Landlord applied for MCI rent increases based on a number of improvements, including professional fees associated with the conversion of a burner. The DRA disallowed the cost of the professional fees, and landlord appealed. The DHCR again ruled against landlord. Tenants shouldn't have to bear supervisory and administrative expenses when the burner conversion itself was performed by a licensed professional contracting company that warranted all work and materials under the terms of its contract.
