Pre-HSTPA Groupwork Constituted MCIs

Landlord applied to the DHCR for MCI rent hikes based on kitchen and bathroom modernization. The DRA ruled for landlord. Tenants appealed and lost. At the time the DRA granted landlord's application, MCI increases were permitted for bathroom modernization that included complete renovation including new sinks, toilets, bathtubs, and/or showers and all required trims in every housing accommodation. MCI increases for kitchen modernization required complete renovation including new sinks, countertops, and cabinets in every unit. In addition, the installation of light fixtures, GFI outlets, and bathroom doors were eligible, directly related costs, properly included in the approved MCI increases.
