Pointing Work Performed on Facade Only

Landlord applied for MCI rent increases based on a number of improvements, including pointing, steam cleaning, and waterproofing of the building facade. The DRA ruled against landlord because the work was performed on the building facade only. Landlord appealed and lost. Although the DHCR sometimes grants MCI increases for partial pointing and waterproofing, landlord didn't show that only partial work was needed in this case.
