Pointing Work Done as Unified Project

Landlord applied for MCI rent hikes for pointing, waterproofing, and masonry work. The DRA ruled against landlord, saying that the work was done in a piecemeal manner. Landlord appealed, arguing that the work was done as a unified project in stages to accommodate the contractor's and landlord's schedules and landlord's cash flow. The DHCR ruled for landlord. Landlord's explanation of how the work was done was reasonable. The whole project was done by the same contractor within a three-year period.
