Pointing Done on Two Floors

Landlord applied for MCI rent hikes based on a number of improvements. The DRA ruled for landlord in part, but denied any increase for pointing and waterproofing. Landlord appealed and lost. The pointing and waterproofing were done on two floors only, and landlord didn't explain why it wasn't done anywhere else.
