Tenant complained of a reduction in services for various conditions in her bathroom. The DRA ruled for tenant and reduced her rent. Landlord appealed, claiming it had made repairs, had attempted to match tile colors, and had offered tenant a choice of a white or peach toilet. The DHCR ruled against landlord. Tenant had asked for a peach toilet, but the toilet installed was a pinkish lavender color. Since landlord hadn't provided the peach toilet promised to tenant, landlord hadn't matched the color as closely as possible and hadn't restored services.
