Permit Needed for Awning

DOB issued a violation notice to landlord for putting up an awning without first getting a permit. Landlord claimed that putting up the awning wasn't alteration work that required a permit under Code section 27-147. The ALJ ruled for landlord and dismissed the violation. DOB appealed. The ECB ruled for DOB and fined landlord $800. As argued by DOB, an awning is a structure permanently attached to the building, and so landlord must get a permit before installing it.
