Peeling Paint and Plaster Not Mentioned in Rent Cut Order

Tenants complained of a reduction in building-wide services. The DRA reduced tenants' rents. Landlord later made repairs and filed an application to restore rents. An inspection showed there was peeling paint and plaster in the building basement. The DRA denied landlord's application, and landlord appealed. Landlord pointed out that this new condition wasn't one of the conditions for which rents had been reduced in the first place. The DHCR ruled for landlord. Landlord was never given notice to fix this condition. All other services had been restored.
