Partial Windowsill Replacement Doesn't Qualify

Landlord applied for MCI rent hikes based on several improvements, including installation of windowsills, to a Yonkers building. The DRA approved landlord's application, and tenants appealed. They claimed that the windowsills didn't qualify as an MCI. Landlord admitted that the windowsills were replaced only where necessary and that several tenants didn't get them. The DHCR ruled that the work on the windowsills wasn't building-wide and that it was ordinary repair and maintenance work. The work didn't qualify as an MCI.
