Partial Window Replacement Doesn't Qualify

Landlord applied for MCI rent hikes based on the installation of storm windows with screens. The DRA ruled against landlord, and landlord appealed. The DHCR again ruled against landlord. Landlord had installed only 23 windows. There were 21 apartments in the building, and the total number of windows was much more than 23. To qualify as an MCI, an improvement must be building-wide.
