Parapet Work Excluded from MCI Costs

Landlord applied for MCI rent hikes based on installation of a new roof, pointing, and related work. The DRA ruled for landlord in part, but disallowed any increase for parapet work or consulting services. Landlord appealed and lost. Inspection showed that the parapet work wasn't fully completed. And the cost of consulting services was properly excluded because it wasn't necessary given the scope of the work done.
