Painting Defects Weren't Minor

Tenant complained of a reduction in services based on a number of conditions. The DHCR's inspector confirmed, among other things, that the bathroom was painted improperly and that other parts of the apartment needed painting. Landlord appealed, claiming that the painting was properly done and that any claimed defects were minor and didn't warrant a rent reduction. The DHCR ruled against landlord. As for the bathroom, the edges of the bathroom tiles below the wall had paint on them and the heat riser wasn't painted with special paint used for radiators and risers. Also, the kitchen ceiling and walls needed painting. These weren't minor conditions.
