Paint Spills on Floor

Tenant applied for rent reduction based on a reduction in services. The DRA ruled for tenant based on an inspection that showed inadequate janitorial service on the third- and fourth-floor hallways. Landlord appealed. There were paint droppings on the floors in these hallways. Landlord claimed that this was a minor condition and occurred while work was being done to correct damage caused by tenant. The DHCR ruled against landlord. The condition wasn't minor. An inspection showed extensive paint spills on the hallway floors.
