Overcharge Amount Reduced Based on Partial Refund

Tenant complained of a rent overcharge. The DRA ruled for tenant. Landlord appealed, claiming that the overcharge amount should be recalculated because it had made a partial refund to tenant. The DHCR ruled for landlord. The total overcharge was $168, not $800.
