Outdoor and Indoor Lighting Doesn't Qualify

Landlord applied for MCI rent hikes, based on the installation of outdoor and indoor lighting. The DRA denied the application, and landlord appealed. Landlord argued that the new outdoor lighting improved security, and that the indoor lighting replaced less energy-efficient fixtures. The DHCR upheld the DRA's ruling. The new exterior and interior lighting doesn't qualify for a rent hike because it was installed to upgrade securityit wasn't needed for the operation, preservation, or maintenance of the building.
