OSHA Training Not Required for Facade Workers at Small Site

DOB issued four violation notices to landlord, based on failing to ensure that building facade workers received OSHA training. Landlord claimed that it was an improper party to this violation and asked the ALJ to dismiss it. The ALJ agreed and dismissed the violation. DOB appealed and lost. Landlord wasn't required to ensure that workers performing facade work had received OSHA training. The alteration to the six-story building didn't require a site safety manager and therefore OSHA training wasn't required.
