One Sweeping per Day Not Enough

DOS issued a violation notice to landlord for having a dirty sidewalk. Landlord claimed that she swept on the morning in question. The ALJ ruled against landlord and fined her $50. Landlord appealed and lost. Landlord admitted she swept only once a day. This isn't enough to prove that reasonable efforts were made to keep the area clean.
