One Cleaning per Day Not Reasonable

DOS issued a violation notice to landlord for not keeping the area in front of his building clean. The inspector found wood, newspapers, paper, cardboard, and other trash scattered around the front lawn. Landlord claimed he cleaned the area every day between 7 AM and 8 AM. The ALJ ruled against landlord and fined him $100. Landlord appealed and lost. Landlord's testimony about his cleaning schedule was believable. But cleaning once a day isn't enough.
