Occupant Doesn't Prove Relationship with Deceased Tenant

NYCHA apartment occupant claimed succession rights after tenant died. NYCHA ruled against the occupant after a hearing. She appealed to the court, claiming that NYCHA's decision was arbitrary and unreasonable. The court and appeals court ruled against occupant. There was no proof that nonrelated occupant was tenant's remaining family member. She didn't show that she met any of landlord's requirements for apartment succession.
