Occupant Didn't Have Pass-On Rights

Landlord sued to evict apartment occupant after rent-controlled tenant died. Occupant claimed he'd lived with tenant and was entitled to pass-on rights. The trial court ruled for landlord, and occupant appealed. The appeals court ruled against occupant. Occupant neither claimed nor proved that landlord was ever notified that he'd lived in the apartment.
