Occupant Can't Get Rent- Controlled Apartment

Landlord sued for possession of apartment after rent-controlled tenant died. Judgment was entered for landlord, and occupant in the apartment appealed. The appeals court again ruled for landlord. Occupant didn't present any evidence to support his claim to take over the apartment. And the personal representative of tenant's estate had given up any claim to possession of the apartment.
