NYCHA Can Terminate Tenancy of Person Who Threatened Other Tenants

Landlord NYCHA terminated tenant's tenancy for nondesirability after holding a hearing. Other tenants complained that tenant was very noisy and threatened them with bodily injury. Tenant appealed NYCHA's decision, claiming that it was arbitrary and unreasonable. The court ruled against tenant. Landlord's decision was based on substantial evidence. Tenant also had waived her right to have an attorney at the NYCHA hearing. Landlord could go forward with the eviction proceeding against tenant.
