Number of Freight Elevator Attendants Reduced

Tenants complained of a reduction in elevator service. The DRA ruled against tenants and dismissed their complaint. Tenants appealed and lost. Tenants admitted that there continued to be three passenger elevators and three freight elevators. In the past, three attendants operated the three freight elevators. Now there was one attendant. Under Rent Stabilization Code Section 2523.4(e) a reduction in staff, other than security staff, wasn't a service reduction as long as there was no decrease in janitorial services. Here, an inspection found no reduction in services.
